Allows the limited operation of motor vehicles for the purpose of delivery, repair, or improvement thereof or the installation of something thereon. Required to regulate highway safety issues in this delivery and to provide consumer protection.

• Franchise Agreement or Letter of Intent from Manufacturer
• Surety Bond wth POA
• VS-95 Public Emissions Inspection Station Buy/Sell Agreement, if applicable
