The auction or public sale of domestic animals such as cattle, swine, or horses to the highest bidders in New York State, requires the auctioneer to hold a NYS Domestic Animal Health Permit issued by the NYS Department of Agriculture and Markets. New York's laws and regulations contain sanitation and physical requirements for stables, livestock auction buildings or other buildings used for the housing of domestic animals at auction to prevent the spread of infection among animals, as well as the inspection of the stables and buildings.
