The NYS Transportation Law, Article 7 regulates carriers of passengers by motor vehicles. However, there are some exemptions which allow for the operation of transporting passengers without the authority of the NYS Department of Transportation. NEW YORK CITY REQUIREMENTS:
The New York City Taxi and Limousine Commission (TLC), is responsible for licensing and regulating New York City's medallion (yellow) taxicabs, for-hire vehicles (community-based liveries and black cars), commuter vans, paratransit vehicles (ambulettes) and certain luxury limousines. To apply for a taxicab owner's license, contact the NYC Taxi and Limousine Commission, or visit their website. NYC taxi drivers are also required to be licensed by the TLC. Some of the requirements include; provide a valid chauffeur's driver's license and social security card, complete a defensive driving course, fingerprinting, drug testing, English proficiency testing and attending a TLC approved taxi school.
